POSITION: Director of Library Operations

REPORTS TO: Executive Director

POSITION DESCRIPTION: Responsible for leading and overseeing the accounting, facilities, human resources, purchasing, technical services and project management functions of the Cambria County Library. Collaborates closely with the Executive Director and leadership team to develop long-term operational strategies and manage their implementation. Serves as part of the library’s Senior Leadership Team to coordinate goals and establish a culture of collaboration and innovation.

MANAGES AND SUPERVISES: staff members within the responsibility areas as assigned

DUTIES:

  1. Develop, implement and monitor day-to-day operational systems and processes for library business operations including the functions of human resources, accounting, purchasing and facilities management.
  2. Coordinate and maintain the annual budget, oversee the budget accounting system; generate and analyze financial data and reports.
  3. Collaborate with the Executive Director and Senior Leadership Team to establish and implement strategies, goals and metrics.
  4. Oversee the compilation and accuracy of data and related reporting processes for grants, state-required reports, board reports or other library reports.
  5. Implement and oversee change-management and project management activities; create timelines, track project goals and progress; generate periodic status reports.
  6. Work closely with the Executive Director and Senior Leadership Team to develop a culture of initiative, collaboration, innovation and accountability for all staff.
  7. Supervise, set goals, evaluate and coordinate the work of staff with the business operations areas of the library.
  8. Establish and train all library staff and volunteers as needed on guidelines and procedures related to budgeting, accounting, human resources, facilities management or purchasing.
  9. Manage the library in the absence of the Director.
  10. Other duties as assigned.

REQUIRED QUALIFICATIONS:

  1. Minimum of five years progressively more responsible administrative experience with attention to human resources, accounting and facilities management, ideally in the public library or nonprofit sector
  2. Excellent team-building and interpersonal skills
  3. Demonstrated supervisory and/or management experience
  4. Bachelor’s degree or equivalent experience in business administration or related field
  5. Experience developing and managing budgets and business plans
  6. Experience developing processes and procedures
  7. Experience in project management, change management and reporting
  8. Experience managing grants, payroll and accounting practices
  9. Comprehensive knowledge of current and evolving office technologies.
  10. Excellent internal and external customer service and relationship-building skills.
  11. Excellent initiative and problem-solving skills
  12. Library or nonprofit experience preferred.
  13. PA State Criminal Background Check, PA Child Abuse History Clearance, and FBI Fingerprint Criminal Background Check.

PHYSICAL DEMANDS:

  1. Strength and movement requirements
    • Considerable walking in the work area
    • Able to sit for long periods of time
    • Able to lift or move 30 lbs
    • Occasional crouching (bending of the knees)
    • Stooping (bending at the waist) and reaching
  2. Manual /physical dexterity requirements
    • Able to manipulate a keyboard
    • Able to manipulate other office equipment, such as photocopier, including filing paper trays
    • Able to manipulate mouse or other input device (ex. Barcode scanner)
    • Able to manipulate data cables, cords, or connections
